Halal Certification of Products
Halal certification of products consists of the following stages:
1. Submission of an application and documents from the applicant
2. Conclusion of an agreement
3. Initial audit (two-stage)
4. Making a decision on issuing or refusing a certificate of conformity for Halal products

1. Submission of an application and documents from the applicant
The applicant provides the Halal CB with an Application and the necessary information to carry out the process of confirming compliance according to the certification scheme in relation to its legal status/legal entity, raw materials, ingredients, finished products, compliance with the requirements of Halal standards, food safety management system documents, etc.
The Halal CB may request additional information from the applicant.
Following the review of the application, the Halal CB makes a decision on accepting the application or rejecting it with a justification for the refusal.

2. Contract conclusion
A standard contract for Halal certification of products is signed by the Parties
3. Primary audit (two-stage)
The primary audit consists of 2 stages.
The head of the audit group develops an audit plan and agrees with the customer.
The audit group analyzes documents in accordance with the requirements of the specification and standards for Halal products, conducts an audit at the location of the applicant.
At stage 1, the Halal CB can select product samples from the production line and test products in accordance with the requirements of the Halal product specification
Based on the audit results, the audit group prepares a report:
1) Confirmation of the absence of non-conformities.
2) Confirmation of the presence of non-conformities
3) Sending recommendations to the Decision-making Committee to refuse certification
Agreement of the customer's corrective action plan and verification of corrective actions is not included in the audit process and is carried out after the audit is completed.
4. Making a decision on issuing or refusing a certificate of conformity for Halal products
Issuing a certificate of conformity for the Halal system to the requirements of the standard is based on a positive decision made by the Halal CB.
The certificate is issued only if all identified non-conformities are eliminated.
In case of refusal, the Halal CB provides a reasoned decision.
The certificate is issued in Kazakh, Russian and English.
The validity period of the Halal certificate of conformity for products depends on the certification scheme.
5. Inspection control
Inspection control is carried out periodically in accordance with the certification scheme.
In cases of significant changes in the scope of application or in the enterprise data, these changes are verified during the next periodic audit or during an unscheduled inspection audit.
Based on the changes made, an amendment to the Agreement is drawn up, which is signed by both parties. Before the expiration of the certificate, a repeat audit must be carried out at the enterprise to extend the term for the next three years.
6. Suspension and cancellation of the certificate of conformity
The certificate is suspended in the following cases:
- the certified organization systematically violates the requirements of Halal standards;
- the applicant prevents the inspection audit in accordance with the established frequency;
- the applicant voluntarily asked for the suspension of the certificate;
- termination of the organization's activities (merger, separation, change of ownership, etc.).
- confirmation during an unscheduled audit of information on the violation of sanitary rules and regulations, requirements of Halal standards requiring the involvement of a competent regulatory authority.
If the customer refuses to conduct a scheduled inspection control, the responsible specialist of the Halal CB sends a notification letter to this organization about the suspension of the certificate of conformity of Halal products. In case of failure to receive a response from the applicant within 30 calendar days from the date of sending the notification letter, the issue of suspension of the certificate of conformity for a period of no more than 6 months is submitted to the Decision-making Commission.
The decision to suspend the validity of the certificate of conformity is sent to the customer within three days from the date of the decision.
The decision to cancel the validity of the certificate of conformity is sent to the customer within three days from the date of the decision. From the moment the decision is received, the customer is obliged to stop using the certificate with a reference to the Halal certification of the product.
Information on the suspension, cancellation or reduction of the scope of certification is posted on the website of RSE "KazStandart" on the page of the Halal CB and, upon request, is provided to interested parties.
7. Recertification
The customer, at least three months before the expiration of the certificate of conformity, submits an application F PP KazStandard 31-02 to the Halal CB. Recertification is carried out before the expiration of the certificate of conformity.
The certificate is extended based on the results of recertification for 3 years.
8. Expansion or reduction of the certification scope
Expansion of the certification scope
Work to expand the organization's certification scope is carried out on the basis of an official request from the organization in any form indicating the justification for this change and the desired new certification scope.
If the audit results of new product categories/subcategories are positive, a new certificate of conformity for the expanded certification scope is issued.
9. Reduction of the certification scope
The certification scope is reduced at the initiative of:
- the certified organization (certificate holder);
- the Halal CB based on the results of inspection control, recertification, or upon receipt of information about changes in the organization that may affect the fulfillment of the requirements imposed during certification.
In the event of a reduction in the scope of certification at the initiative of the applicant, the company sends a letter of request to the Halal CB indicating the excluded type of product/service or excluded stages of the life cycle of the product/service.
